RELATING TO ECONOMIC LEAKAGE. Requires DBEDT to prepare a report examining the linkages between the State's tourism industry and other local industries of the State for the purpose of reducing economic leakage and improving the State's economic input-output model. Makes an appropriation.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST TRUTAG TECHNOLOGIES, INC. Authorizes the issuance of special purpose revenue bonds for TruTag Technologies, Inc.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Appropriates funds to the department of business, economic development, and tourism for the purpose of promoting, regulating, and administering the Made in Hawaii brand program. Effective February 19, 2022.

RELATING TO ECONOMIC DEVELOPMENT. Appropriates funds for the Department of Business, Economic Development, and Tourism to conduct an economic assessment study on the development and economic viability of a small satellite launch and processing facility on the Island of Hawaii.

RELATING TO PROCUREMENT. Requires all Chief Procurement Officers to assist and cooperate with any compliance review by the State Procurement Administrator. Clarifies that the Administrator has the authority to perform periodic compliance reviews of all governmental bodies.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT. Extends the sunset date of the motion picture, digital media, and film production income tax credit for an additional five years.

RELATING TO INCOME TAX CREDITS. Requires a film production to make reasonable efforts to hire at least sixty per cent of the production's crew from the county in which the film's qualified costs are incurred. Requires a taxpayer claiming a motion picture income tax credit to verify the county of residency of local hires.

RELATING TO VETERANS. Exempts selected disabled veterans from motor vehicle registration fees and taxes.

RELATING TO INCIDENT RESPONSE. Requires the Chief Information Officer to develop and maintain an incident response plan to cyber-attacks for each executive branch department in the State. Sets out the scope of an incident response plan.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds for various programs and supporting functions for the Department of Theatre and Dance at the University of Hawaii at Manoa.

RELATING TO WORKS OF ART SPECIAL FUND. Deletes appropriations for capital renovations, as a source of funds for the Works of Art Special Fund. Requires 50% of the Special Fund expenditures to be used for art education at DOE schools effective July 1, 2050. Requires the Auditor to audit the Special Fund and the State Foundation on Culture and the Arts with respect to the price, value, and method of acquisition of the art objects purchased by the Special Fund. Appropriates funds for appraisal services.

RELATING TO SUSTAINABILITY. Establishes a three-year pilot project to promote photovoltaic powered desalinization on the island of Kaho‘olawe and to study the benefits of the technology's use.

MAKING AN APPROPRIATION TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds to the Kaho‘olawe Island Reserve Commission for restoration and preservation projects. Requires submission of a financial self-sufficiency and sustainability plan to the legislature no later than twenty days prior to the 2017 Regular Session.

RELATING TO NATIVE HAWAIIAN RESOURCES. Authorizes the BLNR Chairperson to transfer public land trust funds to the Kaho‘olawe Rehabilitation Trust Fund. Authorizes the Office of Hawaiian Affairs to expend public land trust funds for purposes consistent with those of the Kaho‘olawe Rehabilitation Trust Fund.

RELATING TO MEDICAL INVESTIGATIONS BY THE REGULATED INDUSTRIES COMPLAINTS OFFICE. Requires the Regulated Industries Complaints Office to establish a division that specializes in the investigation of medical cases involving professions and occupations regulated by the Department of Commerce and Consumer Affairs. Appropriates funds for field investigator positions and a staff attorney position.

RELATING TO EMERGENCY MEDICAL CARE. Appropriates moneys to operate an additional emergency medical services unit in the Moanalua, Aliamanu, Red Hill, Salt Lake, and Foster Village areas.

RELATING TO HEALTH. Appropriates funds to establish and staff an advanced life support medic unit in Puna on the Island of Hawaii and for emergency medical services for North Kona.

RELATING TO WATER POLLUTION. Clarifies that nonprofit organizations may receive loans from the Water Pollution Control Revolving Fund to engage in activities that are consistent with the Federal Water Pollution Control Act, including the planning, designing, and construction of wastewater treatment works.

RELATING TO DISCHARGE PLANNING. Requires hospitals to adopt and maintain discharge policies, consistent with recent updates to federal regulations, to ensure that patients continue to receive necessary care after leaving the hospital.
