RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for the UH Graduation Pathway System.

RELATING TO THE UNIVERSITY OF HAWAII. Requires the UH Board of Regents to develop procedures for the full utilization of university facilities. Requires the administration of the different UH campuses to collect and report data relating to facilities utilization. Prohibits the UH Board of Regents from approving the construction of a new university building until a public hearing is held to discuss facility utilization and cost.

RELATING TO THE UNIVERSITY OF HAWAII. Requires funds appropriated to the University of Hawaii for a specific purpose to be expended for that specific purpose. Requires a report that explains to the Legislature any nonconformity with the previous requirement. Requires unexpended funds to be returned to the general fund.

RELATING TO UNIVERSITY OF HAWAII ATHLETICS. Requires that the UH-Manoa Athletics Department be a separate program ID in the state budget act. Requires that funds be transferred to the UH-Manoa Athletic Department for scholarship expenses. Prohibits allocation of general funds to the UH-Manoa Athletic Department except for Title IX compliance. Requires that UH-Manoa men's teams collectively be self-sufficient. Requires UH to report annually. Repealed 6/30/21. Appropriates funds.

RELATING TO THE UNIVERSITY OF HAWAII. Requires the Board of Regents to decide program and salary funding requirements for organized research units of the University of Hawaii and report to the Legislature.

RELATING TO POST-SECONDARY EDUCATION. Clarifies that under the Hawaii Post-Secondary Education Authorization Program, when an institution ceases to operate, the student transcripts will be kept permanently in a form prescribed by the director and other records requested and obtained by DCCA may be disposed of at the director's discretion.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for the University of Hawaii to hire three psychologists and one case manager to provide student mental health services.

RELATING TO THE UNIVERSITY OF HAWAII. Requires UH to train employees and students on sexual harassment policies, appoint a campus advocate at each campus for students to discuss incidents of sexual harassment, report sexual assault cases to the police, and conduct a campus climate survey. Prohibits romantic relationships between, among others, a UH student and a UH faculty member.

RELATING TO HIGHER EDUCATION. Establishes a state funds matching grant program for resident undergraduate UH students with financial need and whose parents have not earned a baccalaureate or higher degree.

RELATING TO CLASS C FELONIES. Requires a person applying for late registration or registration at an absentee polling place to acknowledge that providing false information on the signed affidavit is a class C felony.

PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADDRESS THE SELECTION OF MEMBERS OF THE REAPPORTIONMENT COMMISSION. Ensures participation of all political parties on the reapportionment commission by providing that if there are no members belonging to the minority party or parties in a house of the legislature, the members belonging to the same minority party or parties in the other house of the legislature shall nominate persons to serve on the commission.

RELATING TO VOTER REGISTRATION. Requires an affidavit on application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless voter affidavit is complete or declined.

RELATING TO ELECTIONS. Incrementally phases in statewide elections by mail by the 2022 primary election. Assigns responsibilities between the State and counties for expenses related to mail elections for federal, state, and county offices. Requires clerks to send qualified voters their ballots forty-five days before an election. Establishes standards regarding hours of operation for absentee polling places. Specifies procedures for the counting of ballots. Repeals Election Day state holiday. Makes an appropriation.

RELATING TO ELECTIONS. Establishes instant runoff voting procedures for any federal, state, or county election not held on the date of a regularly scheduled primary or general election.

RELATED TO ELECTIONS. Requires on an application to register to vote, a Hawaii driver's license number or a Hawaii state identification card number or, if no license or identification card has been issued, the last four digits of the applicant's social security number. If the applicant does not have a social security number, requires the State to assign the applicant a unique number for voter registration purposes.

RELATING TO ELECTIONS. Requires the Chief Election Officer to select a letter of the alphabet by lot and arrange candidate names on ballots in alphabetical order by last name, beginning with the randomly selected letter. Requires notice to voters and candidates of the order that candidates will be listed on the ballot by a method suited for the voting systems. Directs the Chief Election Officer to establish procedures to implement this new procedure for elections beginning January 1, 2018.

RELATING TO ABSENTEE BALLOTS. Allows a permanent absentee voter to receive a ballots at an alternate address for elections within an election cycle. Clarifies that certain conditions that normally lead to a termination of permanent absentee voter status do not apply if the voter resides in an absentee voter only area. Replaces references to facsimile ballots with references to electronic ballots. Allows a voter to receive an absentee ballot by electronic transmission if the voter requires such a ballot within five days of an election, or the voter would otherwise not be able to return their properly issued ballot by the close of polls.

RELATING TO THE ADMINISTRATION OF JUSTICE. Enacts recommendations of the penal code review committee convened pursuant to HCR155, SD1 (2015). Effective 3/15/2038.

RELATING TO CRIMINAL JUSTICE DATA. Requires chiefs of police and agencies of State and county government that have the power of arrest to report crime incident reports to the Attorney General. Counties and state agencies shall be fined for noncompliance.

RELATING TO INDUSTRIAL HEMP. Authorizes the Board of Agriculture to regulate the growing of industrial hemp for research purposes. Requires the regulation of growers selling industrial hemp. Makes an appropriation.

RELATING TO MARINE SPECIES. Establishes a Marine Species Task Force to identify ten vital marine species vulnerable to extinction if take levels of those species increases and recommend actions to ensure the sustainability of those species.

RELATING TO COMMUNITY-BASED SUBSISTENCE FISHING AREAS. Requires the Department of Land and Natural Resources to designate and adopt rules for the management of no fewer than five community-based subsistence fishing areas by December 31, 2020. Establishes designation process and rule requirements.

RELATING TO THE CAUSES OF DECLINE IN LIMU AND REEF FISH. Appropriates general funds for the department of land and natural resources to conduct and contract for studies to identify the causes of decline in limu and reef fish along the Ewa coast.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
