Appropriates funds for five additional labor law enforcement specialist positions in the department of labor and industrial relations to protect Hawaii employees’ wages and enforce Hawaii's labor laws, including wage and hour laws on public works construction projects.

RELATING TO PUBLIC EMPLOYMENT. Prohibits the State from hiring persons for more than two 89-day terms for a fully or partially general-funded position per lifetime of the person. Provides for limited exceptions.

Appropriates funds for the hiring of six identified hearings officer positions and support staff within the Department of Labor and Industrial Relations' Disability Compensation Division and to provide the officers and staff with legal and medical training.

RELATING TO WORKERS' COMPENSATION. Repeals HEMIC. Establishes a public corporation attached to DLIR to provide workers' compensation insurance. Requires employers to obtain worker's compensation insurance coverage only from the public corporation or be self-insured. Requires DLIR to create a transition and implementation plan for the established public corporation.

RELATING TO PROCUREMENT. Provides for the establishment of a special procurement process for the procurement of goods and services. Requires the establishment of procedures by the procurement policy board for use of the special procurement process.

RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Appropriates funds for the continuation of the manufacturing grant program, within High Technology Development Corporation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
