RELATING TO TAXATION. Establishes a nonrefundable income tax credit for taxpayers who purchase and install battery backup systems for solar energy systems.

RELATING TO PROPERTY TAXES. Appropriates funds to UHERO to study the effects of Hawaii's low property tax rates. Appropriates funds.

RELATING TO STATE BONDS. Authorizes the issuance of general obligation bonds. Makes findings required by Article VII, Section 13 of the State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO AMENDING OR REPEALING HAWAII REAL PROPERTY TAX LAWS FOR THE PURPOSE OF DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Repeals various sections of the real property tax laws for the purpose of deleting obsolete and unnecessary provisions.

RELATING TO AMENDING OR REPEALING HAWAII INCOME TAX LAWS FOR THE PURPOSE OF DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends various sections of the income tax law for the purpose of deleting obsolete and unnecessary provisions.

RELATING TO STATE FINANCES. Requires the comptroller to include recommendations from Governmental Accounting Standards Board Statement No. 77 in the State comprehensive annual financial report.

RELATING TO STATE CONSTRUCTION PROJECTS. Establishes a committee on progress of construction projects to monitor certain state construction projects and bring impediments to the attention of decision-makers.

RELATING TO TAXATION. Requires the Department of Taxation to evaluate and recommend the repeal of certain tax credits and tax exemptions and report to the Legislature before the regular session of 2018. Beginning July 1, 2018, and every five years thereafter, requires the Department of Taxation to evaluate new tax credits and exemptions.

RELATING TO TAXATION. Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by changing the manner for determining the taxpayer's applicable percentage of employment-related expenses that constitutes the tax credit.

RELATING TO TAXATION. Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
