RELATING TO THE STATE INTEGRATED SOLID WASTE MANAGEMENT PLAN. Appropriates funds to the department of health to support the revision of the state integrated solid waste management plan.

RELATING TO TAXATION. Establishes a maximum aggregate dollar amount of the certified high technology business investment tax credits that may be claimed in a taxable year. Requires a taxpayer claiming the credit to provide certain information and consent to allow the information to be made public. Applies to taxable years beginning after 12/31/2017.

RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Makes an appropriation to the high technology development corporation for the provision of technology internship grants and development of programs to support the local talent pipeline for the technology industry.

RELATING TO ECONOMIC DEVELOPMENT. Reenacts the Hawaii capital loan revolving fund. Appropriates funds to the Hawaii capital loan revolving fund and funds one permanent full-time program manager position (1.0 FTE) within the department of business, economic development, and tourism.

RELATING TO BROADBAND. Extends the provisions of Act 264, SLH 2013, which requires the State and the counties to take action within sixty days for broadband-related permit applications, requires the State to take action within one hundred forty-five days for use applications for broadband facilities within the conservation district, establishes other requirements regarding broadband-related permits, and subjects weight load for utility poles to capacities established by the FCC and PUC. Repeals on June 30, 2023.

RELATING TO CORPORATE INCOME TAX. Reduces the corporate income tax rate by fifty per cent. Allocates fifty per cent of corporate income tax revenues to DBEDT and fifty per cent to the general fund.
