Status

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of a natural gas production facility on Maui that will establish and fund food crops, with renewable natural gas and electricity production and related facilities and projects on the island of Maui.

Status

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOENERGY HAWAII, LLC.

Extends the authorization of the issuance of special purpose revenue bonds to BioEnergy Hawaii, LLC, for the purpose of establishing a cogeneration facility and related energy production facilities, for an additional five years.

RELATING TO THE ENVIRONMENT.

Requires state agencies to participate in a carbon offset program to offset carbon emissions caused by their employees' air travel.  Requires DLNR to establish and administer a carbon offset program.

RELATING TO TAX CREDIT.

Establishes a tax credit for individual taxpayers within the State who install plastic water catchments on the properties at which they reside. Allows taxpayer to elect to make the tax credit refundable.

RELATING TO FOOD WASTE DISPOSAL.

Establishes a phased reduction of food waste in the municipal solid waste stream.  Establishes an advisory committee to evaluate solid waste infrastructure needs.  Makes an appropriation.

RELATING TO THE STATE INTEGRATED SOLID WASTE MANAGEMENT PLAN.

Appropriates funds to the department of health to support the revision of the state integrated solid waste management plan.

RELATING TO RECYCLING.

Requires all State agencies to reasonably provide and maintain onsite collection methods at buildings and facilities under an agency's jurisdiction for the collection of recyclable materials.  Appropriates funds.

RELATING TO WASTEWATER.

Prohibits the installation or use of household aerobic units that discharge directly to groundwater unless approved by DOH.

Status

RELATING TO WATER CONSERVATION.

Creates a refundable residential water conservation system cost tax credit for newly constructed systems beginning January 1, 2017.

RELATING TO THE ENVIRONMENT.

Makes eligible for membership on a county arborist advisory committee certified arborists, horticulturists with specialization in trees, and persons who have received a master's degree in botany.

Status

RELATING TO SECTION 13 OF ACT 380, SESSION LAWS OF HAWAII 1997.

Removes the sunset date on the use of new safe harbor agreements, habitat conservation plans, and incidental take licenses as recovery options for conserving and protecting the State's threatened and endangered species.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
