RELATING TO TAXATION. Restores the definition of "power-generating facility" and fuel tax rate for naphtha fuel used in power generation facilities, which were repealed on 12/31/2015. Clarifies that naphtha fuel, used in a power-generating facility, is subject to the fuel tax at a rate of 2 cents per gallon, retroactive to 1/1/2016.

RELATING TO ENERGY. Aims to reduce Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation by 2045 and creates goals and targets in Hawaii's Clean Energy Initiative and State Planning Act.

RELATING TO NET ENERGY METERING. Increases capacity limits on net energy metering and establishes excess energy volumes for systems installed after June 30, 2016.

RELATING TO ENERGY TARIFFS. Requires electric utilities that use a time-of-use feature in its rate structure to include a credit to the eligible customer-generator for any net electricity produced during peak hours of usage.

RELATING TO ELECTRICITY. Establishes criteria for the PUC's methodology in determining the rate that a public utility should pay a producer for nonfossil fuel generated electricity that the producer supplies to the public utility.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
