RELATING TO BROADBAND. Extends the provisions of Act 264, SLH 2013, which requires the State and the counties to take action within sixty days for broadband-related permit applications, requires the State to take action within one hundred forty-five days for use applications for broadband facilities within the conservation district, establishes other requirements regarding broadband-related permits, and subjects weight load for utility poles to capacities established by the FCC and PUC. Repeals on June 30, 2023.

RELATING TO RENEWABLE ENERGY. Establishes default rules for homeowners, community, and condominium associations that have not adopted rules allowing for the placement of solar energy devices on single-family residential dwellings and townhouse units.

RELATING TO SOLAR ENERGY FACILITIES. Restricts solar energy facilities in residential housing areas in agricultural districts to no more than twenty-five kilowatts in capacity.

RELATING TO ENERGY STORAGE. Creates an energy storage income tax credit.

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Simplifies the renewable portfolio standards law by establishing maximum fossil fuel standards instead. Allows the Public Utilities Commission to establish reasonable interim percentages, variances, and penalties.

RELATING TO COMMUNITY-BASED RENEWABLE ENERGY. Establishes a community net energy metering program. Requires the public utilities commission to administer the program.

RELATING TO ENERGY MODERNIZATION. Prohibits counties from requiring buildings served by a microgrid to be connected to an otherwise available source of electrical power. Excludes microgrids from being regulated as public utilities.

RELATING TO ENERGY. Provides that electric utility rates or rate changes shall only be considered just and reasonable if the rate is derived from an earnings impact mechanism that directly ties the utility's revenues to the achievement of certain performances-based metrics and conditions. Effective upon approval, but allows PUC to delay implementation until no later than 1/1/2020.

RELATING TO ENERGY. Requires the DOE to: (1) establish a goal of becoming net-zero with respect to energy use by 1/1/2035; (2) establish microgrid pilot projects at two public schools that are civil defense shelters; and (3) expedite the cooling of all public school classrooms to a temperature acceptable for student learning. Authorizes the issuance of general obligation bonds for the implementation of cooling measures in public school classrooms.

RELATING TO PUBLIC SCHOOLS. To provide for air conditioning, heat abatement and related energy efficiency measures at public schools by authorizing a loan from the green infrastructure loan program to the departments of education and budget and finance, and making appropriations for expenditure of the borrowed funds, additional capital improvements and the initial loan repayment.

RELATING TO THE ENVIRONMENTAL REVIEW PROCESS. Incorporates the principles of environmental justice and the precautionary principle into the environmental review process.

RELATING TO UNDERGROUND STORAGE TANKS. Requires DOH to implement standards consistent with federal regulations for the installation, operation, maintenance, and inspection of release prevention systems for all metal underground storage tanks and tank systems.

RELATING TO ENVIRONMENTAL PROTECTION. Appropriates funds to site and install two monitor wells near Red Hill Bulk Fuel Storage Facility to test groundwater. Creates a permanent fuel tank advisory committee to study and monitor fuel tank leak issues.

RELATING TO PUBLIC HEALTH. Appropriates moneys to the department of health to hire five full-time employees (5.0 FTE) and retain consultants to monitor the United States Navy and the United States Defense Logistics Agency's compliance with an Administrative Order on Consent regarding leaks of fuel at the Red Hill Fuel Storage Facility.

RELATING TO WASTE. Establishes a sewage runoff task force in DOH to examine levels of sewage contamination in coastal areas as a result of runoff. Establishes a sewage infrastructure review task force in DOH to examine the sewage infrastructure in each county. Makes an appropriation for each task force.

RELATING TO ENVIRONMENTAL PROTECTION. Requires reporting guidelines for large-scale, outdoor commercial agricultural operations across the State. Establishes disclosure and public notification requirements for outdoor application of pesticides in various environmentally sensitive areas.
