RELATING TO HYDROELECTRIC POWER. Permits hydroelectric facilities on Agricultural District lands that are considered small hydropower facilities under federal law.

RELATING TO CORRECTIONAL FACILITIES. Exempts the State from environmental impact statement or assessment requirements for a jail facility on an existing parcel of the Halawa Correctional Facility. Clarifies governor's authority to contract for construction of correctional facilities. Appropriates funds for a new Oahu Community Correctional Center and relocating Maui Community Correctional Center. Requires a feasibility report on development of Oahu Community Correctional Center land.

RELATING TO WATER CONTAMINATION. Makes an appropriation to the department of health and department of agriculture for a water quality study of the water resources, including, but not limited to, ground water and surface water on and marine waters adjacent to the Waialua district on the Island of Oahu.

RELATING TO UNDERGROUND STORAGE TANKS. Prohibits the permitting of new underground storage tanks within one hundred yards of the shoreline and phases out all such tanks by January 1, 2030.

MAKING AN APPROPRIATION FOR A SHOOTING FACILITY IN WEST HAWAII ON THE ISLAND OF HAWAII. Appropriates funds for public outreach, planning, and an environmental impact statement for a Hawaii island public shooting facility.

RELATING TO BEACHES. Clarifies that naturally occurring beach sand moved from a beach, stream mouth, or channel to an adjoining beach or littoral cell for purposes of sediment or erosion control or for ecosystem restoration is not a water pollutant for purposes of Department of Health water quality permits. RELATING TO FUEL CELL ELECTRIC VEHICLES. Includes fuel cell electric vehicles in the definition of electric vehicles for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation. Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases. (HB2080 HD1)

RELATING TO RENEWABLE ENERGY. Repeals chapter 201N, HRS, relating to the REFSP. Deposits proceeds in the renewable energy facility siting special fund into the general fund.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
