RELATING TO TAXATION. Authorizes a state income tax credit for certain expenses paid or incurred by school teachers, special education teachers, school librarians, and counselors for supplementary materials used in the classroom.

RELATING TO ETHICS. Exempts extracurricular service of employees from the state ethics code if certain conditions are met. Defines detached remuneration and extracurricular service.

RELATING TO EDUCATIONAL TOURS. Exempts certain aspects of educational tours from the Ethics Code under specified circumstances. Defines "educational tour".
