Authorizes the issuance of special purpose revenue bonds to assist Keahole Management Group LLC with planning, designing, constructing, and equipping facilities for the manufacturing and processing of products.

RELATING TO PROCUREMENT.

Requires all Chief Procurement Officers to assist and cooperate with any compliance review by the State Procurement Administrator.  Clarifies that the Administrator has the authority to perform periodic compliance reviews of all governmental bodies.

RELATING TO SPORTS.

Establishes the Hawaii Sports Task Force to plan and coordinate efforts to keep the Pro Bowl in Hawaii, and to secure Hawaii as a host site for a National Football League preseason game, world-title soccer tournaments at Aloha Stadium, mixed martial arts Ultimate Fighting Championship tournaments at Aloha Stadium, and other international sporting events.

RELATING TO GENERAL EXCISE TAX REPORTING FOR SPECIAL EVENTS.

Requires operators of special events to file reports giving information about the vendors participating in special events.  Grants Department of Taxation authority to issue citations for failure to file report.

RELATING TO TRANSPORTATION.

Establishes a Rail Business Interruption Fund to help small businesses struggling with economic loss directly related to rail construction.  Appropriates funds for the implementation of the Fund.

RELATING TO NEW MARKET TAX CREDITS.

Expands methods for delivering funding to a community development entity by allowing guarantees and credit enhancements.  Increases total maximum funding amounts from $250,000 to $5,000,000.

RELATING TO CLEAN ENERGY.

Establishes a property assessed clean energy program to promote renewable energy systems and energy efficiency improvements.  Increases a property's tax assessment to make loan payments.  Authorizes the issuance of revenue bonds and appropriates bond revenues to finance the program.  (HB1524 HD1)

Status

RELATING TO LIGHT POLLUTION.

Establishes a dark night skies protection advisory committee to assist DBEDT in the development of a statewide dark night skies protection strategy to preserve dark night skies and reduce light pollution.

Status

RELATING TO THE AEROSPACE ADVISORY COMMITTEE.

Reduces the number of members on the Aerospace Advisory Committee from fifteen to thirteen.  Allows the members of the Aerospace Advisory Committee to elect their own committee chair from members appointed by the Governor to this body.  Effective July 1, 2016.

Status

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Eliminates the ex-officio National Aeronautics and Space Administration representative from the Pacific International Space Center for Exploration Systems Board.  Effective July 1, 2016.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  19 copies (including an original) to Room 313 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8459 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.


If during the course of the hearing it appears that there will not be sufficient time to allow every testifier to be heard, the chairperson reserves the right to limit testifiers to 3 minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration of all bills.
