RELATING TO THE INCREASED ACCESS TO RESPONSIBLE SMALL DOLLAR LOANS PILOT PROGRAM. Establishes the increased access to responsible small dollar loans pilot program, within the department of commerce and consumer affairs division of financial institutions, to increase the availability of responsible small dollar investment loans of at least $300 but less than $2,500. Specifies requirements of the program, including application requirements, interest rates, use of finders, and fees. Requires a preliminary report to the legislature no later than twenty days prior to the convening of the regular session of 2018 and a final report no later than twenty days prior to the convening of the regular session of 2021. Pilot program repeals June 30, 2021.

RELATING TO INNOVATION BUSINESS INTERACTION. Establishes a loan program in the HTDC to support high-technology small businesses. Appropriate funds.

RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Appropriates funds to continue the Small Business Innovation Research Program within the High Technology Development Corporation.

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Amends the definition of "community-based organization." Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations. Reduces the number of community-based economic development advisory council members from twelve to nine. Updates non-discrimination language. Appropriates funds to the Hawaii community-based economic development revolving fund.

RELATING TO INCOME TAX CREDITS. Requires a film production to make reasonable efforts to hire at least sixty per cent of the production's crew from the county in which the film's qualified costs are incurred. Requires a taxpayer claiming a motion picture income tax credit to verify the county of residency of local hires.

RELATING TO FUNDING FOR CREATIVE MEDIA AND FILM DEVELOPMENT. Amends section 201-113, Hawaii Revised Statutes, to expand funding sources to support creative industries development within the Department of Business, Economic Development, and Tourism; and repeals sections 201-111, 201-112, and 201-114, Hawaii Revised Statutes.

RELATING TO THE PACIFIC-ASIA INSTITUTE FOR RESILIENCE AND SUSTAINABILITY. Amends Act 229, Session Laws of Hawaii 2014, to make the Department of Business, Economic Development, and Tourism the State's liaison to the Pacific-Asia Institute for Resilience and Sustainability.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Allows, subject to funding, the office of aerospace development to hire various positions. Establishes PISCES as a division of the office of aerospace development that is to be located on the island of Hawaii. Directs the PISCES staff to promote and market Hawaii as a research destination and allows PISCES to hire various positions, subject to funding. Amends the board of directors of PISCES to seven members and amends their powers and duties. Transfers various duties of the PISCES executive director to PISCES staff. Effective 1/1/2017. Simplifies PISCES' annual report to include a summary of significant accomplishments and activities, and also status of the development of partnerships.

RELATING TO ECONOMIC DEVELOPMENT. Establishes a Kapolei jobs initiative program that offers tax incentives to increase the number of businesses willing to establish or relocate themselves in the Kapolei region. Repeals 6/30/2026.

RELATING TO CROWDFUNDING. Establishes a crowdfunding exemption and funding portal for limited intrastate investments between Hawaii residents and Hawaii businesses, not to exceed $1,000,000 raised over a twelve month period or $100,000 per investor. Includes disclaimer requirements.
