Clarifies that under the Hawaii Post-Secondary Education Authorization Program, when an institution ceases to operate, the student transcripts shall be kept permanently in a form prescribed by the director and other records requested and obtained by DCCA may be disposed of at the director's discretion.  (SD1)

RELATING TO BROADBAND.

Makes permanent the provisions of Act 264, SLH 2013, which requires the State and the counties to take action within sixty days for broadband-related permit applications, requires the State to take action within one hundred forty-five days for use applications for broadband facilities within the conservation district, establishes other requirements regarding broadband-related permits, and subjects weight load for utility poles to capacities established by the FCC and PUC.  (HB2543 HD2)

RELATING TO USE PERMITS FOR SMALL BOAT FACILITIES.

Requires the Department of Land and Natural Resources to review an application for renewal of a commercial permit for small boat harbors that is received at least ninety days prior to expiration, and renew the permit or inform the applicant of any reasons for a nonrenewal within thirty days of receiving the application.  Authorizes a thirty-day grace period for persons who fail to timely obtain renewal of a commercial permit.  (SD1)

RELATING TO LIQUOR.

Amends liquor license application and operating procedures to allow publicly-traded companies, or entities ultimately solely owned by a publicly-traded company, to provide information for only those officers designated as primary decisionmakers regarding the purchase and sale of liquor and clarifies that the requirement of prior approval from a county liquor commission regarding a change in ownership of at least twenty-five percent of a corporation's outstanding capital stock applies only to voting stock.  Allows the applicant for a liquor license or renewal, or both the transferor and transferee in the case of a liquor license transfer, to present a tax clearance certificate from the Department of Taxation and the Internal Revenue Service evidencing that the applicant, transferor, and transferee do not owe the State or federal government any delinquent taxes, penalties, or interest.  (HB2422 HD1)

Authorizes DOE employees to volunteer to administer or assist a student with blood glucose monitoring.

RELATING TO UNDERGROUND STORAGE TANKS.

Prohibits the DOH from issuing a permit for a new underground storage tank within 100 yards of the shoreline.  Allows DOH to issue a new permit to repair or replace existing underground storage tanks.  Allows permit holders for existing underground storage tanks located within 100 yards of the shoreline to renew their permits.  Prohibits operation of and renewal of a permit for an underground storage tank within one hundred yards of the shoreline, beginning 1/1/2045.  Takes effect on 7/1/2050.  (SD1)

RELATING TO HYDROELECTRIC POWER.

Permits hydroelectric facilities that are considered small hydropower facilities under federal law on agricultural district lands.  (SD1)
