RELATING TO WIRELESS TELECOMMUNICATIONS SERVICE. Requires a wireless telecommunications service provider, upon request by a domestic abuse victim, to: (1) transfer billing authority and all rights to a wireless telephone number to the victim; or (2) remove or release the victim from a shared wireless plan and assign the victim a substitute telephone number without charge, penalty, or fee. Provides that there is no cause of action against a wireless telecommunications service provider, its officers, employees, or agents for transferring billing authority and all rights to a wireless telephone number to a domestic abuse victim.

RELATING TO LAND COURT. Streamlines the operations of the Office of the Assistant Registrar of the Land Court by removing the requirement that the Assistant Registrar certify pending certificates of title for fee time share interests. (HB2090 HD2)

RELATING TO CONSUMER PROTECTION. Clarifies that the statute of limitations governing it does not apply to the State and its agencies with respect to chapter 480, Hawaii Revised Statutes. Repeals subsection (b) of section 480‑24, Hawaii Revised Statutes. Technical amendments.

RELATING TO MEDICAL INVESTIGATIONS BY THE REGULATED INDUSTRIES COMPLAINTS OFFICE. Requires the Regulated Industries Complaints Office to establish a division that specializes in the investigation of medical cases involving professions and occupations regulated by the Department of Commerce and Consumer Affairs. Appropriates funds from the compliance resolution fund for field investigator and staff attorney positions. (HB1627 HD3)

RELATING TO PHYSICIAN DISCIPLINE. Authorizes the Hawaii Medical Board to impose the same disciplinary action, including prohibiting the practice of medicine, against a licensee as was taken by another state or federal agency. Authorizes the Board to summarily suspend a licensee's license within forty-eight hours upon receipt of evidence of disciplinary action by another state or federal agency.

RELATING TO INSURANCE. Prohibits health insurers, mutual benefit societies, and health maintenance organizations from discriminating with respect to participation and coverage under a policy, contract, plan, or agreement against any person on the basis of actual gender identity or perceived gender identity.
