Status and Testimony

RELATING TO CONDOMINIUMS.
Clarifies that when a unit owner and association reach a payment plan to cure a nonjudicial foreclosure, completion of the payment plan is required to cure the default.  Prohibits an association from converting unpaid fines into fees that may cause a unit owner to default.  Requires mediation by a unit owner and association over disputed fines before a foreclosure can be commenced.

RELATING TO PROFESSIONALLY LICENSED OR CERTIFIED GOVERNMENT EMPLOYEES.
Adds a new section to chapter 662, Hawaii Revised Statutes, providing professionally licensed or certified government employees with the same privileges and immunities as other state employees.

RELATING TO HEALTH SAVINGS ACCOUNT PROGRAMS.
Authorizes employers to establish group health savings accounts in addition to group accident and health or sickness insurance policies, group hospital and medical service plan contracts, and HMO plans issued or renewed after July 1, 2016.
