RELATING TO INSURANCE. Regulates the selection, inspection, and settlement offer process for claim adjusters of homeowners insurance claims.

RELATING TO INSURANCE. Authorizes the establishment of health savings accounts in conjunction with group accident and health or sickness insurance policies, group hospital and medical service plan contracts, and health maintenance organization plans in the State. (HB2539 HD1)

RELATING TO HAWAII PROPERTY INSURANCE ASSOCIATION. Requires member insurers of HPIA to renew policies that were in effect as of 1/1/2014. Provides for continued coverage under an existing HPIA policy upon a transfer in ownership of the property.

RELATING TO LABOR. Excludes employers from providing Temporary Disability Insurance (TDI) coverage for themselves if they perform services for, their own corporation, limited liability company (LLC), limited liability partnership (LLP), partnership, or sole proprietorship. Allows the Director to receive electronic reports of injuries and other workers' compensation required reports. Increases the penalties for not having TDI coverage, for failure to make correct or timely benefit payments, for terminating such benefits, for failure to file medical reports, for employer's failure to provide copies of requested medical reports, for not having Workers' Compensation coverage, and for the deduction of premium payment from employee wages.

RELATING TO WORKERS' COMPENSATION. Amend the repeal date for the provision in 386-78(a), Hawaii Revised Statutes, that provides that compromises for workers' compensation claims reached as a result of a third-party liability claim or action do not require the approval of the Director of Labor and Industrial Relations. Repealed June 30, 2017.

RELATING TO TRANSPORTATION NETWORK COMPANIES. Establishes motor vehicle insurance requirements for transportation network companies and persons who operate or serve as drivers for transportation network companies. Provides express authority for counties to regulate transportation network companies. Exempts transportation network companies from oversight under the motor carrier law. (HB1828 HD1)

RELATING TO LIQUOR. Amends liquor license application and operating procedures to allow publicly-owned companies, and entities they solely own, to provide information for only those officers designated as primary decisionmakers regarding the purchase and sale of liquor and specifies that only a transfer of twenty-five per cent or more of outstanding voting capital stock requires a corporation to secure the approval of the transfer from the commission.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Persons submitting testimony on the day of the hearing MUST submit 22 copies at the hearing. Staff will not be able to make copies. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
