RELATING TO MEDICAL INVESTIGATIONS BY THE REGULATED INDUSTRIES COMPLAINTS OFFICE. Requires the Regulated Industries Complaints Office to establish a division that specializes in the investigation of medical cases involving professions and occupations regulated by the Department of Commerce and Consumer Affairs. Appropriates funds for field investigator positions. (HB1627 HD1)

RELATING TO INSURANCE. Requires health insurers to promptly pay clean claims for services and repeals the exemption of Medicaid claims from the clean claims definition. (HB1759 HD1)

RELATING TO PHYSICIAN DISCIPLINE. Authorizes the Hawaii Medical Board to impose the same disciplinary action against a licensee as was taken by another state or federal agency. Establishes conditions for the disciplinary action. Prohibits the licensee from practicing until a final order of discipline is issued if the licensee has been prohibited from practicing in another state.

RELATING TO BOARD MEMBER TERMS FOR THE BOARD OF NURSING AND THE BOARD OF SPEECH PATHOLOGY AND AUDIOLOGY. Amends the length of terms from three years to four years of the members of the Board of Nursing and the Board of Speech Pathology and Audiology. (HB2331 HD1)

RELATING TO THE HAWAII GREEN INFRASTRUCTURE AUTHORITY. Amends the composition of the Hawaii Green Infrastructure Authority. (HB2301 HD1)

RELATING TO ENERGY MODERNIZATION. Prohibits counties from requiring buildings served by a microgrid to be connected to an otherwise available source of electrical power. Excludes microgrids from being regulated as public utilities. (HB2570 HD1)

RELATING TO BROADBAND. Extends the provisions of Act 264, SLH 2013, which requires the State and the counties to take action within sixty days for broadband-related permit applications, requires the State to take action within one hundred forty-five days for use applications for broadband facilities within the conservation district, establishes other requirements regarding broadband-related permits, and subjects weight load for utility poles to capacities established by the FCC and PUC. Repeals on June 30, 2023.

RELATING TO ENERGY. Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Effective upon approval, but allows PUC to delay implementation until no later than January 1, 2020. (HB2649 HD1)

RELATING TO MOTOR VEHICLE INSURANCE. Allows proof of motor vehicle insurance to be displayed in electronic format on a mobile electronic device.

RELATING TO LICENSING OF PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOL. Transfers administration of the licensing and regulation program for private trade, vocational, and technical schools from the department of education to the department of commerce and consumer affairs.

RELATING TO FOOD SAFETY. Requires the Department of Agriculture to develop and implement an Agricultural Food Safety Certification Program that concurrently complies with the FDA Food Safety Modernization Act as it applies to farmers and ranchers. RELATING TO BIOSECURITY. Requires DOA to establish or participate in private-public partnerships to enhance the biosecurity program and quarantine inspection process. Appropriates funds.

RELATING TO PROCUREMENT. Establishes an earned credit certificate for contractors in public works projects who meet certain apprenticeship requirements. Clarifies information that a bidder must disclose in a competitive sealed bid for public works projects. (HB2457 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Persons submitting testimony on the day of the hearing MUST submit 22 copies at the hearing. Staff will not be able to make copies. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 22 copies (including an original) to Room 304 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6211 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
