RELATING TO THE UNIFORM FIDUCIARY ACCESS TO DIGITAL ASSETS ACT. Provides authority to plan for the management and disposition of digital assets.

RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Changes the proxy statement requirements for planned community associations from a maximum length of one hundred words to a maximum length of one single-sided page.

RELATED TO LICENSED MARRIAGE AND FAMILY THERAPISTS. Amends numerous Hawaii Revised Statutes sections to add the word "licensed" before the term "marriage and family therapist" to clarify those sections.

RELATING TO DELINQUENT ASSESSMENTS. Permits owners in a planned community association or condominium to submit a payment plan within thirty days after receiving notice from an association regarding any delinquent assessments and provides owners with time to cure delinquent assessments. Permits a right to judicially foreclose a lien against any unit or apartment that arises solely from delinquent assessments, including fines, penalties, legal fees, or late fees, to be removed or amended from governing documents by a vote of at least sixty-seven per cent of owners.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires at least one of the three members of the public utilities commission to be a resident of a county other than the city and county of Honolulu and receive per diem compensation. Allows a commissioner to attend by teleconference or videoconference a public hearing of the commission, including allowing a commissioner who resides on an island other than Oahu to attend a public hearing of the commission held on Oahu and a commissioner residing on the island of Oahu to attend a public hearing of the commission held on an island other than Oahu, by teleconference or videoconference.

RELATING TO CONDOMINIUMS. Ensures that any surplus proceeds from an association foreclosure be paid to junior creditors and the former owner of the condominium instead of first being paid to the first mortgage holder.

RELATING TO INSURANCE. Prohibits health insurers, mutual benefit societies, and health maintenance organizations from discriminating with respect to participation and coverage under a policy, contract, plan, or agreement against any person on the basis of actual gender identity or perceived gender identity.

RELATING TO MOTOR VEHICLE INSURANCE. Amends the Hawaii Revised Statutes relating to motor vehicle insurance.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
