RELATING TO INVASIVE SPECIES. Mandates the Department of Agriculture to establish a Little Fire Ant Pesticide Treatment Coupon Pilot Project and site map. Requires the Department of Agriculture to report to the Legislature on project implementation. Appropriates funds.

RELATING TO THE BOARD OF AGRICULTURE. Increases the number of members of the board of agriculture from ten to eleven. Requires the eleventh member to be a resident of the city and county of Honolulu.

RELATING TO INDUSTRIAL HEMP. Requires the DOA to establish a pilot project to allow people to grow industrial hemp for animal feed.

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS. Removes trespass requirement that agricultural lands have a fence or signs stating private property. Establishes that a person sentences for theft of soil reimburse the land owner for the cost of the soil.

RELATING TO AGRICULTURE. Establishes within the Livestock Revitalization Program a grant program for qualified feed developers. Appropriates funds for the Feed Developer Grant Program, reimbursements to Qualified Producers for feed costs, and a survey of local feed ingredient sources.

RELATING TO FARMS. Creates an exclusion from income tax for the first $50,000 of income earned by farmers whose annual gross income is $200,000 or less.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of facilities for food crop, animal feed, and renewable non-fossil fuel production on O‘ahu.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes. This two minute policy will be enforced to ensure fairness and adequate consideration of all measures.
