Sir:

 

     Your Committees on Ocean, Marine Resources, & Hawaiian Affairs and Water & Land, to which was referred H.B. No. 2035 entitled:

 

"A BILL FOR AN ACT RELATING TO SUSTAINABILITY,"

 

beg leave to report as follows:

 

     The purpose of this measure is to establish a three-year pilot project to promote photovoltaic powered desalinization on the island of Koolawe and to study the benefits of the technology's use.

 

     The Kohoolawe Island Reserve Commission and numerous individuals testified in support of this measure. The Department of Business, Economic Development and Tourism offered comments on this measure. Two individuals testified in opposition to this measure.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the appropriation sum from $500,000 to an unspecified amount; and

 

     (2)  Changing the effective date to December 24, 2088.

 

     Should the Committee on Finance deliberate this measure further, your Committees on Ocean, Marine Resources, & Hawaiian Affairs and Water & Land respectfully request that it consider appropriating $500,000 for the establishing and implementing of a three-year photovoltaic powered desalinization pilot project.

 

     As affirmed by the records of votes of the members of your Committees on Ocean, Marine Resources, & Hawaiian Affairs and Water & Land that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2035, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2035, H.D. 1, and be referred to your Committee on Finance.
