SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A SUNRISE ANALYSIS OF MANDATORY HEALTH INSURANCE COVERAGE FOR NUTRITION AND LIFESTYLE PROGRAMS, INCLUDING AN ANALYSIS OF MANDATORY INSURANCE COVERAGE FOR THE NATIONAL DIABETES PREVENTION PROGRAM OFFERED TO PATIENTS FOUND TO HAVE ABNORMAL BLOOD GLUCOSE.

 

 

 


     WHEREAS, House Bill No. 2220, H.D. 1, is pending in the Regular Session of 2016, and proposes that policy coverage for health insurance include nutrition and lifestyle programs intended to treat diabetes and pre-diabetes; and

 

     WHEREAS, diabetes and pre-diabetes rates have been steadily increasing in Hawaii, with nearly one quarter of adults in the State reporting having diabetes or pre-diabetes; and

 

     WHEREAS, a recommended first step for coverage of lifestyle programs intended to treat diabetes and pre-diabetes is expanding insurance coverage to include access to the National Diabetes Prevention Program, a program developed and evaluated by the federal Centers for Disease Control and Prevention, which has been proven to reduce the onset of diabetes in at-risk adults by fifty-eight percent and uses cost-effective, community-based intervention; and

 

     WHEREAS, the inclusion of coverage for behavioral counseling for patients with abnormal blood glucose follows the new recommendation, released on October 27, 2015, by the United States Preventive Services Task Force; and

 

     WHEREAS, the United States Preventive Services Task Force recommendations state that clinicians should offer or refer patients with abnormal glucose to intensive behavioral counseling interventions to promote healthful diet and physical activity; and

 

     WHEREAS, while many of Hawaii's health plans cover screenings for pre-diabetes, most health plans do not cover National Diabetes Prevention Program services that can help people achieve normal blood sugar levels and prevent diabetes; and

 

     WHEREAS, the Auditor is required by section 23-51, Hawaii Revised Statutes, to prepare and submit a report to the Legislature on any legislative measure that mandates health insurance coverage; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Auditor is requested to conduct a sunrise analysis of House Bill No. 2220, H.D. 1, introduced during the Regular Session of 2016, including an analysis of mandatory insurance coverage for the National Diabetes Prevention Program offered to patients found to have abnormal blood glucose; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Acting State Auditor and Insurance Commissioner.
