SENATE CONCURRENT
RESOLUTION
REQUESTING A SUNRISE ANALYSIS OF SCHOOL PSYCHOLOGISTS.
WHEREAS, the present licensing statute for psychologists, pursuant to section 465-3(a)(3), Hawaii Revised Statutes, does not apply to school psychologists in the public sector, rendering school psychologists an unregulated profession, while school psychologists in the private sector are subject to licensure; and
WHEREAS, school psychologists are therefore a partially regulated profession whose unregulated portion could potentially cause harm to students; and
WHEREAS, school psychologists may find the partial regulation of their profession to be unfair and inconsistent; and
WHEREAS, school psychologists are a regulated profession in other states such as Florida and Maine; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Auditor is requested to conduct a sunrise analysis of S.B. No. 2612, introduced during the Regular Session of 2016; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not less than twenty days prior to the convening of the Regular Session of 2017; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
