A BILL FOR AN ACT
RELATING TO A SMALL BOAT HARBOR IN PUKO‘O, MOLOKA‘I.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the island of Moloka‘i needs a new boat ramp and possibly a new small boat harbor to service the residents, particularly those living on the populated east end of Moloka‘i. Due to shallow mud flats and fringing reefs, there are few areas with sufficiently deep channels for safe and easy marine access. During low tide, it is impossible to launch or dock boats along the east end. Currently, boaters on the east end of Moloka‘i must travel to Kaunakakai harbor, a trip that takes a substantial amount of time and expends a great amount of fuel.
The legislature further finds that most families on the east end of Moloka‘i rely on the sea for their daily source of food. Today, with fewer edible food resources close to shore, fishermen are forced to travel farther out to sea to catch fish. Furthermore, nearly all of the available commodities and merchandise for retail on the island are shipped to Moloka‘i, which increases those costs for residents of Moloka‘i and forces them to fish as a necessity to supplement their diet.
The purpose of this Act is to authorize the issuance of general obligation bonds for the planning, design, and construction of a new boat ramp on Moloka‘i and to conduct a feasibility study for a new small boat harbor to be located in Puko‘o, Moloka‘i.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of:
(1) Planning, design, and construction of a new boat ramp on Moloka‘i; and
(2) Conducting a feasibility study for a new small boat harbor to be located in Puko‘o, Moloka‘i.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2015.
