A BILL FOR AN ACT
RELATING TO THE ENVIRONMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of health shall establish the Hawaii battery storage recycling task force to make recommendations for a workable recycling program for battery storage devices in Hawaii. The members of the task force shall consist of the following members:
(1) The director of health or the director's designee, who shall serve as chairperson of the task force;
(2) The program manager of the department of health's solid and hazardous waste branch;
(3) A representative from the state energy office;
(4) A representative from the Distributed Energy Resources Council of Hawaii;
(5) A representative from the Hawaii Solar Energy Association;
(6) A representative from Hawaiian Electric Company;
(7) A representative of a battery or smart grid system wholesale distributor, to be designated by the chairperson;
(8) A representative of a large battery retailer with no buyback program, to be designated by the chairperson;
(9) A representative of the local recycling industry, to be designated by the chairperson; and
(10) One at-large member designated by the chairperson.
(b) The chairperson shall have the discretion of reducing the size of the task force; provided that the task force maintains, to the extent reasonably possible, representation from various sectors. The members of the task force shall serve without compensation.
(c) The task force shall submit an interim report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017, and a final report of the task force's findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2018.
(d) The task force shall terminate on July 1, 2018.
SECTION 2. This Act shall take effect on July 1, 2016.
