SECTION 1. The legislature finds that the Pacific international space center for exploration systems, including its proposed multi-purpose processing facility, supports the high technology development corporation's initiative to create 80,000 new technology jobs with salaries of $80,000 by 2030 and promotes the establishment and growth of new sustainable and green industries, associated jobs, workforce development, internships, and science, technology, engineering, and mathematics education programs.

The legislature further finds that the Pacific international space center for exploration systems has demonstrated significant progress toward advancing planetary surface systems technologies and the State's leadership in aerospace through five strategic initiatives:

(1) Basaltic construction and fabrication: Successful work and research in basaltic concrete, including a proposed basalt rebar initiative and laser-enabled three-dimensional printing of basalt structures, furthering space settlement goals and playing an important role in offsetting the State's import of cement and steel rebar;

(2) In-situ resource utilization: A rover that enables the development, testing, and validation of integrated resource extraction technologies, expanding the State's role as a premier site for the development, testing, and validation of planetary surface system technologies;

(3) Planetary analog test site: A world-class test site on Hawaii island to support technology testing;

(4) Secondary school lunar surface flight experiment: A dust-removal experiment pertaining to exploration challenges on the moon and Mars that involves two local high schools and provides the State with the opportunity to have the first student experiment on the moon; and

(5) Technology/Innovation workforce development: A successful summer internship program and the Pacific international space center for exploration systems' robotic international space mining competition, attracting the best and brightest from around the world.

The legislature additionally finds that the Pacific international space center for exploration systems has been working to design a state-of-the-art facility, including an operations control room, to accommodate the growing interest expressed by the National Aeronautics and Space Administration, international space agencies, and the commercial space sector in using the State's unique lunar and Mars analog sites.

The purpose of this Act is to appropriate funds to support the five aforementioned planetary surface systems initiatives and the development of the Pacific international space center for exploration systems' headquarters and testing facility, advancing the State's leadership in aerospace and fostering the development of technologies to expand and diversify the State's economic and workforce development opportunities.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of executing the Pacific international space center for exploration systems' five strategic initiatives described in section 1 of this Act; provided that:

(1) $ of the appropriated funds shall be used to support the Pacific international space center for exploration systems' general and administrative tasks; and

(2) $ of the appropriated funds shall be used to support the Pacific international space center for exploration systems' program initiatives.

The sums appropriated shall be expended by the Pacific international space center for exploration systems for the purposes of this Act.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $8,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 to purchase the Pacific international space center for exploration systems' headquarters and test facility, including but not limited to the subdivision approval process, property valuation appraisal report, title search report, site environmental assessments, and pre-design work tasks.

The sum appropriated shall be expended by the Pacific international space center for exploration systems for the purposes of this Act.

SECTION 4. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

SECTION 5. This Act shall take effect on July 1, 2015.
