A BILL FOR AN ACT
making an emergency appropriation for kua o ka la public charter school and the hawaii academy of arts and science public charter school.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. The legislature finds that the June 27, 2014, flow from the Kilauea volcano has had a significant impact on residents in the Puna district of Hawaii island. Although the lava stalled by mid-January 2015, officials have warned that offshoots of molten rock could still threaten the area. Officials are also concerned that the lava flow could cross Highway 130 and isolate Pahoa, further impacting the community.
The legislature further finds that Kua O Ka La public charter school and the Hawaii Academy of Arts and Science public charter school have had to prepare contingency plans and have incurred and continue to incur costs related to the Kilauea lava flow. Kua O Ka La has been preparing a Hilo site for students living north of the lava flow. The Hawaii Academy of Arts and Science has also had to temporarily relocate students as part of their lava flow contingency plan.
The legislature therefore finds that Kua O Ka La public charter school and the Hawaii Academy of Arts and Science public charter school require immediate funding to pay for incurred and anticipated expenses related to the lava flow on Hawaii island.
Accordingly, the purpose of this Act is to make emergency appropriations to Kua O Ka La public charter school and the Hawaii Academy of Arts and Science public charter school for costs associated with the threat of lava flow on the island of Hawaii.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $571,213 or so much thereof as may be necessary for fiscal year 2014-2015 for Kua O Ka La public charter school for costs associated with the threat of lava flow on the island of Hawaii.
The sum appropriated shall be expended by the state public charter school commission for the purposes of this Act.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,155,595 or so much thereof as may be necessary for fiscal year 2014-2015 for the Hawaii Academy of Arts and Science public charter school for costs associated with the threat of lava flow on the island of Hawaii.
The sum appropriated shall be expended by the state public charter school commission for the purposes of this Act.
SECTION 5. This Act shall take effect upon its approval.
