A BILL FOR AN ACT

relating to the hawaii health systems corporation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The state auditor shall conduct a management audit of the Hawaii health systems corporation, the findings, recommendations, and any proposed legislation of which shall be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2016.  The management audit shall include:

     (1)  The general operations of the Hawaii health systems corporation;

     (2)  The organizational structure of the Hawaii health systems corporation, including personnel practices and staffing coverage;

     (3)  Internal budgeting and fiscal controls that ensure the effective and appropriate expenditure of legislative appropriations; and

     (4)  Any other matters the state auditor deems appropriate.

     SECTION 2.  This Act shall take effect upon its approval.
