A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII AT HILO.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new subpart to part IV to be appropriately designated and to read as follows:

"   .  School of Aviation

     §304A-    School of aviation; University of Hawaii at Hilo.  (a)  There is established a school of aviation at the University of Hawaii at Hilo.

     (b)  The school of aviation shall offer a bachelor of science degree in aeronautical science.  The program shall blend flight training with academic study to provide a firm foundation in airline, corporate, and commercial or military aviation.  Students shall select an area of specialization in airline pilot, commercial pilot, or military pilot.  The curriculum shall include Federal Aviation Administration certification as a multi-engine, instrument-rated commercial pilot.  Students shall receive instruction in flying unmanned aerial vehicles and develop problem-solving skills with computer simulations while preparing for a career as a professional pilot.  The program shall help students develop critical thinking and problem-solving skills using computer simulations, while helping students become skilled in mathematics, physics, communication, business, and aeronautics.

     (c)  In addition to the requirements under subsection (b), the bachelor of science degree in aeronautical science shall require students to complete the same or similar core curriculum required in other bachelor degree programs."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2016-2017 for implementation costs, including salaries and facilities, of establishing a school of aviation at the University of Hawaii at Hilo; provided that no funds appropriated by this section shall be allotted or expended until the school of aviation is established by the University of Hawaii board of regents.

     The sum appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
