A BILL FOR AN ACT

 

 

RELATING TO UNMANNED AERIAL SYSTEMS TEST SITE OPERATIONS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a national need to safely integrate unmanned aerial systems into the national air space, and that Hawaii offers many unique qualities to support unmanned aerial systems operations.  The legislature also finds that existing and potential civilian uses of unmanned aerial systems are wide-ranging, and that Hawaii, in partnership with Alaska and Oregon, have initiated a pan-Pacific unmanned aerial systems test range complex as one of six national test sites established by the Federal Aviation Administration for the development of unmanned aerial systems operating standards and regulations to help safely integrate unmanned aerial systems into the national air space.

     Act 208, Session Laws of Hawaii 2015 (Act 208), established a Hawaii unmanned aerial systems test site chief operating officer position to represent the State on the pan-Pacific unmanned aerial systems test range complex management team, and established a Hawaii unmanned aerial systems test site advisory board that, in tandem with the chief operating officer, will formulate an implementation plan and oversee test site development in Hawaii.  However, the funding appropriated through Act 208 to cover personnel and operating costs associated with establishing the Hawaii unmanned aerial systems test site was not sufficient to effectively launch this program for the State.

     The purpose of this Act is to provide the additional funding required to support procurement and other costs associated with Hawaii's unmanned aerial systems test site operations, which will include but not be limited to enlisting the cooperation of state agencies, establishing formal agreements with local federal department of defense ranges, implementing range infrastructure for situational awareness and secure data sharing, and recruiting government and commercial customers who will pay to utilize Hawaii's unmanned aerial systems test range to test and evaluate unmanned aerial systems toward advancing the procedures, processes, and technologies required to help safely integrate unmanned aerial systems into the national air space.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of staffing and operating Hawaii's unmanned aerial systems test site activities.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2016.
