A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the thirteenth senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,841,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of capital improvement projects for the thirteenth senatorial district, as follows:
1. Central middle school
A. Design and construct
an aquaponics/hydroponics
system. $200,000
B. Renovate A building
restrooms. $200,000
C. Renovate C building
restrooms. $200,000
D. Renovate D building
restrooms. $150,000
Total Funding $750,000
2. Lanakila elementary school
A. Install air conditioning
in all classrooms;
(buildings A, B, C, and D). $225,000
Total Funding $225,000
3. Maemae elementary school
A. Upgrade electrical
systems school wide. $1,500,000
B. Add field turf to
courtyard area. $1,000,000
Total Funding $2,500,000
4. Roosevelt high school
A. Replace the roof and
enclose the rifle range
from the shooting platform
to the target area to
protect it from vandalism. $40,000
B. Repair stadium bleachers
from leaking into
classrooms and locker
rooms below. $30,000
C. Pave the area behind
scoreboard at the
football field. $50,000
D. Install air conditioning
in cafeteria dining room. $300,000
E. Install air conditioning
in classrooms school wide. $500,000
F. Replace field turf. $700,000

5. Kuakini Health System
A. Construct and install
emergency electrical

A. Replace outdated stage
lighting fixtures. $350,000
B. Complete the retrofit
of light emitting diode

9. Docomomo US/Hawaii chapter
A. Relocate, conserve,
and install ceramic
murals executed by
Isami Enomoto. $50,000

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sums appropriated for the capital projects set forth in section 1 shall be expended as follows for the purposes of this Act:
(1) For items 1, 2, 3, and 4, by the department of education;
(2) For item 5, the sum shall be appropriated as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Kuakini Health System, to be expended by the department of health;
(3) For item 6, by the department of health;
(4) For item 7, the sum shall be appropriated as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the Chinese Chamber of Commerce, to be expended by the department of business, economic development, and tourism;
(5) For item 8, the sum shall be appropriated as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Theatre Center, to be expended by the department of accounting and general services; and
(6) For item 9, the sum shall be appropriated as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Docomomo US, to be expended by the department of land and natural resources.
SECTION 4. This Act shall take effect on July 1, 2016.
