A BILL FOR AN ACT

 

 

relating to hawaiian language education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that in response to S.R. No. 97, S.D. 1, regular session of 2015, the office of the president of the University of Hawaii system and the director of the Hawaiian language college, in collaboration with a working group of various community, government, and higher education stakeholders, produced an extensive report on strengthening Hawaiian language education in the University of Hawaii system.

     The legislature further finds that the report included recommendations relative to the restructuring of the Hawaiian language college, specific strategies to enhance and expedite Hawaiian language instruction on the different campuses of the University of Hawaii system, and recommendations for use of the Hawaiian language college as a base from which to carry out those strategies.

     The legislature also finds that in order for recommendations of the report to be realized, especially those that involve the University of Hawaii system beyond the restructuring of the Hawaiian language college, there is a need for an implementation plan.

     SECTION 2.  The president of the University of Hawaii system and the director of the Hawaiian language college shall produce an implementation plan for the report submitted in response to S.R. No. 97, S.D. 1, regular session of 2015, with input from a stakeholder group similar to that which provided input to the report.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2016-2017 to carry out the implementation plan produced by the president of the University of Hawaii system and the director of the Hawaiian language college at the University of Hawaii as directed by this Act, as well as any pilot programs or pilot strategies that the office of the president of the University of Hawaii system and the director of the Hawaiian language college at the University of Hawaii jointly decide to initiate.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.


     SECTION 4.  This Act shall take effect on July 1, 2016.
