A BILL FOR AN ACT
PROPOSING an amendment to the hawaii constitution to require the legislature to fund before-, after- and intersession-school care programs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to propose an amendment to article X of the Constitution of the State of Hawaii to require the legislature to annually appropriate moneys to support K-12 before-, after-, and intersession-school care programs.
SECTION 2. Article X of the Constitution of the State of Hawaii is amended by adding a new section to be appropriately designated and to read as follows:
"BEFORE-, AFTER- AND INTERSESSION-SCHOOL CARE PROGRAMS"
Section . The legislature shall annually appropriate moneys out of the general revenues of the State of Hawaii for the purpose of supporting before-, after- and intersession-school care programs serving grades kindergarten through twelve."
SECTION 3. The question to be printed on the ballot shall be as follows:
"Shall the State be required to annually provide general funds to support K-12 before-, after- and intersession-school care programs?"
SECTION 4. New constitutional material is underscored.
SECTION 5. This amendment shall take effect upon compliance with article XVII, section 3, of the Constitution of the State of Hawaii.
