A BILL FOR AN ACT

 

 

relating to public safety.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that a gradual re-entry to the community for inmates who are granted parole statistically provides inmates with the best opportunity for success.  Work furlough programs provide a critical step that teaches inmates better decision making and self-sufficiency, and allows staff to work with inmates to correct possible lapses in judgment before the inmates reenter the community.  For inmates who are preparing for their return to the community, work furlough programs offer employment opportunities in the community or the opportunity to actively seek employment.  Work furlough programs help reduce recidivism by giving inmates skills, preparing them for reintegration, and instilling in participants a sense of pride and responsibility.

     The purpose of this Act is to appropriate funds to the department of public safety for the expansion of work furlough programs.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2016-2017 for the expansion of work furlough programs.

     The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2016.
