A BILL FOR AN ACT
relating to public schools.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Higher education scholarship fund; high school fundraisers. (a) Each public high school shall establish a higher education scholarship fund that shall be used to award higher education scholarships for students who intend on attending an institution of higher education or a vocational education school in a program leading to a degree, certificate, or other recognized educational credential; provided that each public high school shall award scholarships from its own higher education scholarship fund to graduates of that respective high school.
(b) At least twenty-five per cent of all raised funds from a public high school's fundraiser, regardless of the purpose of the fundraiser, shall be deposited into each schools' respective higher education scholarship fund.
(c) The number of scholarships awarded each year, amount of each scholarship, and selection criteria for scholarships shall be determined by the appropriate school authority at each public high school subject to the availability of funds.
(d) Scholarships awarded pursuant to this section shall be used to pay for educational costs, such as tuition, fees, books, housing, and other educational costs.
(e) Each public high school shall submit to the department annual records of total funds received into its higher education scholarship fund and total funds given as scholarships to students.
(f) The department shall adopt rules pursuant to chapter 91 to carry out the purposes of this section."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 2017.
