A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE third SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $46,500,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of capital improvement projects for the third senatorial district, as follows:
Department of Hawaiian home lands
1. Laiopua 2020
Water resource development for community homestead villages
Total funding $5,500,000
Department of land and natural resources
2. Honokohau harbor
General improvements, ramp and facility repair
Total funding $5,000,000
Department of education
3. Konawaena high school
Track improvements and football field astroturf installation
Total funding $3,000,000
4. Kealakehe high school
New track and field improvement
Total funding $3,000,000
University of Hawaii
5. West Hawaii community college
Construction of new classroom complex, Phase 2
Total funding $20,000,000
Department of health
6. Kona community hospital
Planning, demolition, renovations, and construction of facility
Total funding $5,000,000
7. Bay clinic Hilo
Land improvements and construction of new facility
Total funding $3,000,000
8. Ka‘u hospital
Grounds and drainage improvements
Total funding $2,000,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the appropriate expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2016.
