A BILL FOR AN ACT
relating to government operations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 27, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:
"Part . lean government advisory board
§27-A Lean; definition. As used in this part, "lean" means a business-oriented system for organizing and managing product development, operations, suppliers, and customer relations to create precise customer value, expressed as providing goods and services with higher quality and fewer defects and errors, with less human effort, less space, less capital, and less time than more traditional systems.
§27-B Lean government advisory board; established. (a) There is established within the department of human resources development, for administrative purposes, a lean government advisory board, which shall be composed of:
(1) The director of each principal department enumerated in section 26-4; and
(2) A member appointed by the governor who is familiar with lean principles.
(b) The member appointed by the governor shall serve as chairperson of the lean government advisory board.
(c) The members of the lean government advisory board shall serve without compensation, but shall be reimbursed for expenses, including travel expenses, incurred in the performance of their duties.
§27-C Lean government advisory board; duties. (a) The lean government advisory board shall apply lean principles to:
(1) Analyze current operations and organization of state government;
(2) Identify inefficiencies in government operations; and
(3) Recommend improvements that will increase government efficiency and improve the delivery of government services.
(b) The lean government advisory board shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of each regular session."
SECTION 2. In codifying the new sections added by section 1 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act.
SECTION 3. This Act shall take effect upon its approval.
