A BILL FOR AN ACT
Relating to Grants.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 42F-102, Hawaii Revised Statutes, is amended to read as follows:
"§42F-102 Applications for grants. (a) Requests for grants shall be submitted to the appropriate standing committees of the legislature at the start of each regular session of the legislature. Each request shall state:
(1) The name of the requesting organization or individual;
(2) The public purpose for the grant;
(3) The services to be supported by the grant;
(4) The target group; and
(5) The cost of the grant and the budget.
(b) Each standing committee of the legislature that receives a request for a grant pursuant to this section shall:
(1) Hold a public hearing to evaluate the request;
(2) Make available for public review the criteria and process it will use in determining whether to grant or deny the request; and
(3) Make available for public review the votes of the membership of each committee that will determine whether to grant or deny the request;
provided that this subsection shall not be construed to require the disclosure of government records that are exempt from disclosure pursuant to chapter 92F."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
