A BILL FOR AN ACT

RELATING TO CORRECTIONS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  (a)  The corrections division of the department of public safety shall conduct a feasibility study on transferring the inmates and operations of Oahu community correctional center to Halawa correctional facility, while maintaining the inmates and operations of Halawa correctional facility at that facility.

     (b)  The feasibility study shall include an analysis of the following:

     (1)  Potential financial costs and benefits to the State associated with transferring the inmates and operations of Oahu community correctional center to Halawa correctional facility;

     (2)  Potential alternative uses for the existing location of Oahu community correctional center;

     (3)  The impact of a transfer on personnel employed within the corrections division; and

     (4)  The impact of a transfer on the management of inmates.

     (c)  No later than twenty days prior to the convening of the regular session of 2017, the corrections division of the department of public safety shall submit to the legislature, a report of its findings and recommendations, including recommendations regarding the matters analyzed pursuant to subsection (b), and any proposed legislation.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for the corrections division of the department of public safety to conduct a feasibility study on transferring the inmates and operations of Oahu community correctional center to Halawa correctional facility, while maintaining the inmates and operations of Halawa correctional facility at that facility.

     SECTION 3.  This Act shall take effect on July 1, 2016.
