A BILL FOR AN ACT
RELATING TO ENERGY DEVELOPMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Hawaii pays the highest electricity prices in the United States, and its gasoline costs are among the highest in the country. Reducing the State's dependence on non-renewable energy sources in conjunction with attaining energy security and independence from the price volatility of non-renewable energy source are crucial to the well-being of state residents as well as to the maintenance of the State's infrastructure.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $5,000,000 or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 to explore renewable energy development projects.
The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2015.
