HOUSE CONCURRENT
RESOLUTION
urging appropriate state and county agencies to collaborate to issue multi-designation special license plates to persons who qualify for more than one special license plate.
WHEREAS, the military special license plates program was authorized in 1992 and serves as an important acknowledgment to veterans, recognizing their sacrifice and service to the nation; and
WHEREAS, section 291-51.5, Hawaii Revised Statutes, authorizes persons with disabilities to apply for special license plates, which provide certain parking privileges and represent an avenue of self-identification; and
WHEREAS, special license plates in Hawaii are currently restricted to one designation, forcing persons who qualify for multiple special license plates, such as disabled veterans, to select only one designation; and
WHEREAS, at least forty-five other states have either special license plates for veterans with disabilities or allow the combination of a veteran plate and disability designation; and
WHEREAS, removable windshield placards for persons with disabilities are limited to one per person; and
WHEREAS, a veteran with disabilities is unable to use disability parking privileges at the airport if the veteran takes the removable windshield placard to use while traveling to another island within the State; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Director of Transportation, the Executive Director of the Disability and Communication Access Board, the Director of the Hawaii Emergency Management Agency, and the director of finance for each county of the State are urged to collaborate to allow multi-designation special license plates to be issued to persons who qualify for more than one special license plate; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, the Executive Director of the Disability and Communication Access Board, the Director of the Hawaii Emergency Management Agency, and the director of finance for each county.
