HOUSE CONCURRENT

RESOLUTION

 

 

requesting the university of hawaii board of regents to consider designating the national disaster preparedness training center, which is funded by the federal emergency management agency, as an official university center.

 

 

 


     WHEREAS, the National Disaster Preparedness Training Center at the University of Hawaii develops and delivers training on behalf of the Federal Emergency Management Agency of the Department of Homeland Security; and

 

     WHEREAS, the National Disaster Preparedness Training Center is a national training center authorized to develop and deliver training and educational programs related to homeland security and disaster management, with a specific focus on natural hazards, coastal communities, and the special needs and opportunities of islands and territories, to governmental, private, and non-profit entities, incorporating urban planning, with an emphasis on community preparedness and at-risk populations, into the programs; and

 

     WHEREAS, the National Disaster Preparedness Training Center works collaboratively with the Federal Emergency Management Agency, the University of Hawaii, and numerous federal and other external partners across the region and throughout the nation to develop and deliver training and education in the areas of disaster preparedness, response, and recovery to governmental, tribal, private, and non-profit entities as well as underrepresented and underserved communities; and

 

     WHEREAS, the National Disaster Preparedness Training Center is a member of the National Domestic Preparedness Consortium, a Federal Emergency Management Agency-funded professional alliance of premier national institutions and organizations whose work increases the nation's preparedness, safety, and security through teaching, training, conducting of exercises, technical assistance, and research funded by the Department of Homeland Security, Federal Emergency Management Agency, and National Preparedness Directorate; and

 

     WHEREAS, the National Disaster Preparedness Training Center is the only member of the National Domestic Preparedness Consortium authorized to develop degree and certificate programs in homeland security and disaster management; and

 

     WHEREAS, the National Disaster Preparedness Training Center has conducted training in all ten Federal Emergency Management Agency regions, 46 states, and all five United States territories as well as several federally recognized tribes; and

 

     WHEREAS, the National Disaster Preparedness Training Center has trained over 19,000 participants to date; and

 

     WHEREAS, the Federal Emergency Management Agency's Whole Community Approach, a foundation intended to increase individual and community preparedness to strengthen the resilience and security of the nation, is central to the National Disaster Preparedness Training Center's training and education programs; and

 

     WHEREAS, the National Disaster Preparedness Training Center is a research program that provides a locus for faculty, staff, and students to engage in focused, collaborative training, education, and research activities and is housed under the Department of Urban and Regional Planning within the College of Social Sciences at the University of Hawaii at Manoa; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the University of Hawaii Board of Regents is requested to consider designating the National Disaster Preparedness Training Center as an official university center, located at the University of Hawaii at Manoa; and

     BE IT FURTHER RESOLVED that such a designation must be consistent with the University of Hawaii's administrative policies and must enhance the ability of the National Disaster Preparedness Training Center to meet its mission; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Board of Regents of the University of Hawaii, President of the University of Hawaii, Executive Director of the National Disaster Preparedness Training Center, Dean of the College of Social Sciences of the University of Hawaii at Manoa, and Chairperson of the Department of Urban and Regional Planning at the University of Hawaii at Manoa.
