A BILL FOR AN ACT
relating to the state historic preservation division.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that timely review of department of transportation projects by the state historic preservation division in the department of land and natural resources is essential for the protection of historic properties in the State, as well as the expeditious implementation of department of transportation initiatives. Currently, the speed at which the historic preservation division is able to review department of transportation projects is severely limited by the size of its staff.
The purpose of this Act is to enhance the capabilities of the state historic preservation division to expeditiously review department of transportation project proposals by creating and funding two additional positions in the state historic preservation division.
SECTION 2. (a) There are hereby established within the state historic preservation division in the department of land and natural resources two full-time equivalent (2.0 FTE) permanent positions consisting of an archaeologist IV position and an office assistant III position.
(b) These positions may be initially filled as exempt positions while they are being classified in the civil service.
(c) These positions shall be available on the effective date of this Act or as soon thereafter as the department of transportation makes funds available to the state historic preservation division in the department of land and natural resources.
(d) These positions shall be funded by the Hawaii historic preservation fund pursuant to section 6E-16, Hawaii Revised Statutes.
SECTION 3. This Act shall take effect on July 1, 2016.
