A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TWENTY-FIRST REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,550,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016–2017 for the purpose of financing capital improvement projects for the twenty-first representative district, as follows:
To be expended by the department of accounting and general services:
A. Ala Wai elementary school, Oahu
Plans and design for a covered play court.

Design 180,000
Total funding $ 200,000
B. Ala Wai elementary school, Oahu
Physical fitness station and equipment.
Equipment $ 100,000

C. Jefferson elementary school, Oahu
Design, planning, and construction for a learning center on Ainakea way, makai of the pre-kindergarten classroom and ewa of building C.

Design, construction, and equipment for conversion of "V" building classroom 2 into science lab; ground site improvements; equipment and appurtenances.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2016.
