A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that it is valuable to support and expand career readiness opportunities for high school students. According to the United States Department of Education, aligning high schools with career readiness programs is the pipeline to strengthening the middle class. For too many students, high school is a time of disengagement that fails to put students on a path to college and career success. To address this issue, many states are adopting career and technical education pathways recommended by the United States Department of Education to ensure that young people graduate with real world skills and abilities that are aligned with the needs of a global economy.
The legislature also finds that searider productions academy, a digital media training program within Waianae high school, has been recognized by the national education community as a model for twenty-first century classrooms. The program engages students and raises academic expectations by utilizing vocational training, collaboration, critical thinking, technology skills, and leadership opportunities. This program is proof that preparing young adults for success and helping them stay engaged and motivated in their academic experience requires a different educational experience than a generation ago.
The legislature further finds that many high school graduates lack exposure to learning that links their work in school to college and careers. This is especially true in the fields of science, technology, engineering, and mathematics. Moreover, many international competitors offer students a more rigorous and relevant education in the middle and high school years. To compete with such programs, schools in the United States must do more to engage, prepare, and inspire college- and career-ready students. In addition, career and technical education programs in our country must be better aligned to employer and postsecondary needs.
Finally, the legislature finds that one opportunity for Hawaii to connect the education pipeline from high school to college is to support an academy of creative media at the University of Hawaii, West Oahu campus. Current support within the University of Hawaii, the success of searider productions academy, recent growth of the University of Hawaii, West Oahu campus, and the close proximity of the two locations provide a unique opportunity to address college- and career-readiness in the State's high school students.
Accordingly, the purpose of this Act is to designate fifty acres at the University of Hawaii, West Oahu campus, for a creative media technology campus that includes a motion picture, television, digital media, and post production studio complex which will include facilities for creative media development, post production, and student housing.
SECTION 2. The University of Hawaii system shall set aside fifty contiguous acres for a creative media technology campus at the University of Hawaii, West Oahu campus. The creative media technology campus shall include a motion picture, television, digital media, and post production studio complex, as well as student housing for the campus.
SECTION 3. The following entities shall enter into a memorandum of agreement to design, plan, and develop the creative media technology campus at the University of Hawaii, West Oahu campus:
(1) University of Hawaii, West Oahu campus;
(2) University of Hawaii, academy for creative media;
(3) Department of education;
(4) Hawaii housing finance and development corporation;
(5) State of Hawaii film office; and
(6) High technology development corporation.
SECTION 4. The University of Hawaii system shall submit a report to the legislature no later than twenty days prior to the convening of each regular session on the status of the creative media technology campus, and include copies of any memorandum of agreement entered into.
SECTION 5. This Act shall take effect on July 1, 2050.
