A BILL FOR AN ACT
relating to public employment.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 78, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§78- State employment; temporary hires. (a) The State shall not temporarily hire or contract the services of any person for more than one term of eighty-nine consecutive days or less for a position that is funded in whole or in part by general funds during that person's lifetime.
(b) Subsection (a) shall not apply to:
(1) Contracts executed pursuant to chapter 103, 103D, 103F, 104, or any other contract for services for which a contracting process is established by law;
(2) The respective counties; or
(3) The legislative branch of state government."
SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
