A BILL FOR AN ACT

 

 

relating to the supplemental nutrition assistance program.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of human services shall establish a three-year pilot program to educate and assist persons in submitting applications to receive benefits from the supplemental nutrition assistance program.

     (b)  The pilot program shall include performance-based incentive payments to organizations that assist persons in submitting supplemental nutrition assistance program applications, including:

     (1)  Pre-screening applicants;

     (2)  Completing application forms;

     (3)  Gathering necessary supporting documentation for applications; and

     (4)  Delivering applications to the department of human services for processing, if needed.

     (c)  The department of human services shall allow supplemental nutrition assistance program applications to be submitted online, including the submission of supporting documents, as necessary.  The pilot program shall include a monetary incentive for organizations that assist applicants who properly submit a supplemental nutrition assistance program application online and are subsequently approved to receive benefits from the program.

     (d)  The department of human services may adopt rules in accordance with chapter 91, Hawaii Revised Statutes, to implement this Act.

     SECTION 2.  The department of human services shall submit an annual report on the pilot program, including:

     (1)  The organizations used to process applications;

     (2)  The number of applications processed by organizations;

     (3)  The amount of performance-based incentive payments made to organizations;

     (4)  The number of supplemental nutrition assistance program applications submitted online;

     (5)  Program enrollment;

     (6)  Quality standards;

     (7)  Rules adopted;

     (8)  Data collected;

     (9)  Program evaluations; and

    (10)  Any proposed legislation;

to the legislature no later than twenty days prior to the convening of the regular sessions of 2016, 2017, and 2018.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the purposes of this Act.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015; and shall be repealed on June 30, 2018.
