RELATING TO RESEARCH ACTIVITIES.

Clarifies that sections 41 and 280C(c) of the Internal Revenue Code shall be relied upon for calculating the state tax credit for research activities, except that references to the base amount shall not apply and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years.  Appropriates moneys for a compliance specialist position within DBEDT to assist with administration of the tax credit.  Effective 07/01/2050.  (SD1)

Establishes the Pacific-Asia institute for resilience and sustainability to provide the structure and opportunity for a new generation of leaders to emerge who possess the ability to address Hawaii and the Pacific-Asia region's risks from natural and man-made hazards and to develop solutions for sustainable economic growth within the region's unique physical and cultural diversity.  Effective 07/01/2050.  (SD1)

RELATING TO THE UNCLAIMED PROPERTY TRUST FUND.

Amends section 532A-25, Hawaii Revised Statutes, to reduce the maximum fee cap for non-attorney, professional finders from twenty-five per cent to ten per cent.  Requires a person entering into an agreement with the owner or claimant to locate unclaimed property to notify the owner or claimant, prior to entering into the agreement, that the State does not impose a fee for filing a claim for unclaimed property.  (SD1)

RELATING TO HEALTH CARE TRANSFORMATION.

Establishes the Office of Health Care Transformation within the State Health Planning and Development Agency.  Changes the name of the State Health Planning and Development Agency to the Hawaii Health Care Planning and Policy Authority.  Establishes the Health Care Transformation Special Fund.  Effective 7/1/2050.  (SD2)

RELATING TO HAWAII HEALTH SYSTEMS CORPORATION.

Allows for the transition of the Hawaii health systems corporation, a regional system, to a nonprofit hospital corporation incorporated in Hawaii before January 1, 2000.  Requires the nonprofit hospital corporation to maintain equivalent services in acquired regions for no less than five years.  Requires the State to continue to meet all financial obligations to public employees, including all benefits, pensions, and other financial obligations negotiated with public employees' unions before the effective date of this measure.  Effective 7/1/2050.  (SD2)

RELATING TO MENTAL HEALTH.

Designates a portion of the Hawaii state hospital as a forensic facility.  Appropriates funds to the department of health to cover any necessary expenses resulting from the designation.  Effective 07/01/2050.  (SD1)

RELATING TO CONDOMINIUMS.

Establishes provisions for condominium association annual meetings and quorum requirements.  Permits the board of an association to employ and discharge the managing agent of an association, subject to a vote of a majority of the unit owners at an association meeting.  Provides an exemption for a condominium project in which a majority of the units have been submitted to one or more vacation plans, or in which one or more units has been submitted to a vacation plan established by the developer of the project or by an affiliate of the developers.  (SD1)

RELATING TO ENERGY PERFORMANCE CONTRACTING FOR PUBLIC BUILDINGS.

Provides that agencies entering into energy performance contracts receive budget appropriations and have access to financing options; that an energy performance contract has a maximum term of 25 years, including the construction period; and that agencies implementing performance contracts provide annual reports to DBEDT.  Includes housekeeping measures.  Effective 7/1/2050.  (SD2)
