MAKING APPROPRIATIONS TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE COUNTY OF MAUI. Appropriates funds to the department of the prosecuting attorney of the county of Maui for the prosecution of cases under the drug court and mental health court programs.

RELATING TO FARM TO SCHOOL MONTH IN HAWAII. Designates the month of October as "Farm to School Month in Hawaii".

RELATING TO DOMESTIC VIOLENCE. Makes the commission of an act of physical abuse in the presence of a family or household member who is a minor under the age of fourteen a class C felony.

RELATING TO TAX APPEALS. Clarifies that the independent appeals officer may decide all questions of fact and all questions of law, excepting questions involving the Constitution or laws of the United States, necessary to the determination of the objections raised by the taxpayer in the petition. Specifies procedure of the expedited appeals and dispute resolution program. Limits the amount in controversy for board of review cases to $25,000. Clarifies the procedure for the transfer of cases from the board of review to the Tax Appeal Court.

RELATING TO DISORDERLY CONDUCT. Makes it a disorderly conduct offense to lie down at a bus stop shelter or structure in a manner that interferes with use of or access to the bus stop. Establishes a fine of $50 for a violation. Effective 7/1/14.
