Requires the department of taxation to provide a biennial report on tax expenditures to the legislature on or before September 15th of each odd-numbered year.  Requires legislation establishing new tax expenditures to include certain specified provisions.  Effective 7/1/2017.  (SD1)

RELATING TO LOW-INCOME HOUSING.

Authorizes the issuance and appropriation of general obligation bonds to fund low-income housing tax credit loans.  Effective 07/01/2050.  (SD1)

Requires B&F to report the operational costs of capital improvement projects to the governor.  Requires all agencies submitting a capital improvement project proposal to furnish B&F with an estimate and documents that support the estimate of operational costs.  (SD1)

RELATING TO THRILL CRAFT OPERATION.

Makes permanent the exemption from the prohibition on operation of thrill craft in state waters for film production permit holders, authorized government personnel conducting operations approved by the department of land and natural resources, and ocean cleanup purposes.  Takes effect on June 29, 2014.  (SD1)

RELATING TO THE ESTATE AND GENERATION-SKIPPING TRANSFER TAXES.

Conforms the State's estate and generation-skipping transfer tax law to the Internal Revenue Code of 1986, as amended as of December 31, 2013; and amends the definition of the applicable exclusion amount to close an existing loophole.  (SD1)

RELATING TO APPLICATION OF THE INTERNAL REVENUE CODE TO HAWAII INCOME TAX LAW.

Technical correction to reflect that the term "estate taxes" means taxes imposed under either chapter 236D or chapter 236E, HRS, as applicable based on the date of death.  Applies the technical correction retroactively to 01/26/2012.  (SD1)

Creates trust fund liability for any title 14, Hawaii Revised Statutes, tax that is passed on, and creates a conclusive presumption of, liability for any title 14 tax amounts passed on.  (SD1)

Prohibits a legislator or public official from advocating for, appointing, employing, promoting, supervising, or advancing any relative to public office or employment.  Allows the director of human resources development, administrative director of the courts, and senate president and speaker of the house of representatives to prescribe rules for the temporary employment of relatives in the event of any emergency resulting from a natural disaster or similar unforeseen event or circumstance.  Effective 07/01/50.  (SD1)
