Establishes a procedure to require the governor to appoint a newly-elected member of the United States Senate, other than the incumbent member, to serve for the remainder of the incumbent's unexpired term when the incumbent member vacates the office after the general election, but prior to the expiration of the incumbent's term. RELATING TO THE TERMS OF MEMBERS OF THE BOARD OF EDUCATION. Clarifies the maximum number of consecutive terms that members of the board of education may serve.

RELATING TO ELECTRIC VEHICLES. Aligns the definitions of "neighborhood electric vehicle" in sections 286-2 and 291C-1, HRS, for consistency, and increases the maximum weight rating requirement in both definitions to 3,000 pounds. (SD1)

RELATING TO UNIVERSAL CHILDREN'S SAVINGS ACCOUNTS. Creates a universal children's savings account program under B&F to enable families to establish savings accounts for their children and assist children with purchasing a home or starting a business. Establishes and appropriates funds into the universal children's savings account trust fund. Effective 07/01/2050. (SD2)

RELATING TO THE UNCLAIMED PROPERTY TRUST FUND. Amends section 532A-25, Hawaii Revised Statutes, to reduce the maximum fee cap for non-attorney, professional finders from twenty-five per cent to ten per cent. Requires a person entering into an agreement with the owner or claimant to locate unclaimed property to notify the owner or claimant, prior to entering into the agreement, that the State does not impose a fee for filing a claim for unclaimed property.
